A decommissioned host leaves the unreachable-hosts alarm

The dashboard tile counting the hosts nobody can reach any more now ignores every host qualified as decommissioned, and so does the Hosts tile beside it. A machine you retired is unreachable on purpose; it used to keep counting, so the tile never read zero and stopped meaning anything long before anyone noticed.

What you gain. The tile is an alarm again: what it shows is a host that should answer and does not.

What you have to do. Nothing. Give a host a decommissioned qualifier when you retire it and it leaves the tile. A host carrying no qualifier at all still counts — it is not silently hidden.
